In relation to information, Public Agencies as a service media for the community have also experienced quite good development. The Public Agencies in question include executive, legislative, judicial institutions, and other agencies whose main functions and duties are related to the administration of the state, some or all of whose funds come from the State Revenue and Expenditure Budget and/or the Regional Revenue and Expenditure Budget, or non-governmental organizations as long as some or all of their funds come from the State Revenue and Expenditure Budget and/or the Regional Revenue and Expenditure Budget, community donations and/or abroad.

Through the birth of Law Number 14 of 2008 on the Openness of Public Information, it is one of Indonesia's legal products issued in 2008 and enacted on April 30, 2008 and came into effect two years after its enactment. This law, which consists of 64 articles, essentially provides an obligation for every Public Agency to open access for every applicant for public information to obtain public information, except for certain information.

Public Information is information produced, stored, managed, sent, and/or received by the Information and Documentation Management Officer (PPID) relating to the organizer and administration of the state, as well as other information relating to the public interest. The Information and Documentation Management Officer, hereinafter abbreviated as PPID, is an official who is responsible for the storage, documentation, provision, and/or service of information in the PPID environment. At the State University (PTN) of the University of Riau, which is a State University under the auspices of the Ministry of Education, Culture, Research, and Technology, serves Public Information Applicants who submit requests for Public Information.
